WBC Alliance

The Wellington Blayney Cabonne Strategic Alliance is an historic partnership between three rural Councils designed to provide economies of scale which have produced significant savings and a better range of services for ratepayers and residents. Formalised on 29 August 2003, it is the first Alliance of its kind in NSW and now is being used as a model for the formation of similar Council partnerships in other parts of the Nation.

We have now completed our third year of operation and continue to discover new initiatives to benefit our ratepayers.   The Strategic Alliance has created an entity with a combined population of more than 30,000 and a total annual budget of $60 million, giving it the clout of a major regional centre while preserving jobs and local representation in country towns.

Created in response to the NSW Governments push for structural reform in Local Government is seen as a highly successful and extremely efficient alternative to Council amalgamations. It has been the driving force behind the Departments Strategic Alliance Network, with the WBC continuing to play an important role in its development.

Through co-operative arrangements, joint purchases and staff and resource sharing, it has delivered savings of more than $1.3 million since its inception. By participating in the Strategic Alliance each of the Councils has been able to provide a better delivery of services, as well as improving the range and quality of those services.

Importantly, the initiatives already introduced and the ongoing development of Centres of Excellence within the Alliance has helped to ensure the future of small, rural communities which rely heavily on their local Councils for employment and services.
